Here in the flatlands where it is often difficult to justify even a
compact crank, putting the shifter neatly out of the way for the rare
times it is needed makes sense.

You see, the philosophy behind the constructeur bikes was to tailer
the bike for the particular rider using it, not something that would
garner the highest possible sales among the masses.  Hail to WalMart
and all that.
