Center to top of the lug is how they are measured PM. When we grew up frames 
were always c-c. Many frame builders who have been around awhile still measure 
c-c though. I always thought c-t odd though since all the other tubes are 
measured c-c.  

It would great to try a tall Riv road frame to see how it compared with the 
typical stuff I grew up with, which always felt "top heavy", for lack of better 
term. The tall Roadeo "looks" like it would be no better, but that is just an 
assumption based on a photo and so doesn't matter.
