Well, not really. The definition is "fear of empty space." While Mario 
Praz  may have meant it in a derogatory sense when he used it to describe 
Victorian interiors, the phrase in itself is not making an aesthetic 
judgement. And I've actually come to appreciate the chaos of the more 
extreme Victorian examples. Another Mario, Mario Buatta, makes a good 
living as the Prince of Chintz:

And to be fair, the examples you mention are artistic creations, not 
interiors. For an artistic interpretation of Victorianeque interiors, you 
can't beat Edouard Vuillard:
