The chrome on the bolts shouldn't flake off. You need to tighten those bolts quite hard to seat the cranks properly. If the chrome flakes off, that is a manufacturing defect – probably a little cutting oil residue coating the surface during the chroming bath – and we'll replace the bolts under warranty.
