If this is the René Rivera I know, he is the dedicated, hard-working, Executive Director of Bike East Bay (formerly the East Bay Bicycle Coalition). René was also a long time member of the SF Bike Coalition. So seems likely that it was found in San Francisco, Oakland or Berkeley.
