My Quickbeam has 52mm Velo Orange Zeppelins, and 38mm Voyageur Hypers. I 
would say the Quickbeam is easily fenderable with 38s. 

I just did a big fender refurbishment, after replacing the rear mount, and 
re-installing the front rack.

I have my fenders pinched to drop between the chainstays for about 6 inches 
of below-the-stay chain coverage. That restricts maximum clearance there a 
bit. If you don't do that, you should be fine. I don't know how much the 
Steilacoom knobbies stick out, though. I've often run a gap at the back, 
for ease of removing the wheel or changing the gear, but I set it up with a 
decent fenderline this time.
