A-23 rims are tubeless compatible. This means you should/must use tubeless rim tape, even if you are running tubes. Stans, or an equivalent thin, slippery rim tape is necessary, unless you want to make your life miserable. What rim tape are you using?
The very tightest tires take me about a minute to install with my bare hands. The very tightest tires might require me to use one tire lever to remove in about 15 seconds. I believe it's possible to have defective oversized rims that make it unnecessarily difficult to get tires on and off. Have a good mechanic remove and install your tires with you watching, and decide whether you can make improvements to your technique.
