The canti posts are the issue. It would certainly be possible to move the posts 
to the 650b position and use brakes with enough adjustment to accommodate 
either 650b wheels or 700c.

But, the costs of moving the posts and dealing with painting the frame and fork 
afterwards would be significant. As to whether it would significantly change 
the ride of the bike, hard to say. The bottom bracket would sit a fraction 
lower.

650b rims are predominantly disc only nowadays. There are still rim brake 
options available, but personally I think a new bike would be a better 
investment. Something like the Black Mountain Cycles Monster Cross Disc (which 
I believe is still in prototype phase).

Keep the Atlantis the way G intended. It's good that way.
