I'm not clear why you need to actual tt measurement..it won't tell you anything about reach. The best way to size an Appaloosa is by virtual horizontal tt, plus a visualization of how much seatpost will show on a 51cm c-to-t seattube.
For reference, I have a 79-ish pbh and my 51 Appa fit great with Albas, and even did ok with Noodles.
