But Rams only came in even sizes at 60 cm and above (and probably with smaller ones too.)

The reason I bring this up is that since the seller is saying "61", it's possible they are measuring center-to-center. If that were true, it would be an approximate measurement, and the frame would actually be 62 cm in the way that Rivendell measures. But there were no 61 cm Rams measured center-to-top.
