Isn't that a Shimano Crane?

The lateral throw is questionable, but only experimenting will tell
you for sure. Of course, you can always just remove the cog(s) that
can't be reached and replace them with spacer(s). Bear in mind that a
9-speed cassette is designed to fit roughly into the same space as an
8-speed, both of which are designed to fill more space than a typical
7-speed. So, yeah, if a derailler is at its max throw crossing a 7-
speed, then it probably won't make one more cog.

The last couple of days I've been trying to determine a related
question: can a Suntour indexed shifter/derailler combo work in
indexed mode on a modern cassette? As near as I can tell, it should
work with a Campgnolo 8-speed cassette that's been modified to use
slightly thinner spacers between the big cogs, or a Shimano with
slightly thicker spacers between the small cogs. Of course, if your
shifter is 7-speed, you'll only get to use 7 of the 8 cogs. What I'll
be curious to see is whether flipping the shifter to friction mode
will get you the last cog.
