On downshifts, yes.  Upshifts are still accomplished with one stroke of the 
lever.  

I would say that for being indexed (hiss, boo), these Shimano front 
shifters/derailleurs do work great once properly adjusted (and assuming 
you're using appropriate chainrings), way better than some other major 
manufacturers of shifting systems (cough cough SRAM cough), so I'm willing 
to forgive them the extra step on downshifting.  

Personally, all my bikes with a front derailleur have a friction front 
shifter.
