Yeah, I use one on my upright commuter (much to the amusement of my co-workers) 
and it works pretty well, but on my drop bar bikes it's a bit less, um, 
fitting...

This was the first time I've used it, and it wasn't raining so I can't vouch 
for how dry it would keep me.  I think it would work better on a bike with 
upright bars, moving at slower speeds.  The darn thing catches a *lot* of wind. 
 Based on this one short ride, it also seems to impede my movement more than I 
like--it's hard to reach up to adjust my helmet-mounted mirror, or wipe my 
brow. 

On short trips around town in the rain on a more upright bike, however, it just 
might work.  As another online reviewer pointed out, the English have been 
riding the rain for a long time, so they should know rain gear.
