We use a a Rocky Mount tandem rack to haul our CoMotion Speedster, with fenders and remove the front wheel. Have hauled with and without fenders for many years and love this design.
It's mounted on the outside of the roofline to make it easier to put the tandem on and avoid the issue of the captains crankset hitting the vehicle. It's on a Subaru Outback.
