I tried it for the front derailleur clamp once -- didn't work for me. The 
cable pulling action caused the clamp to slip - whether that was on the 
clamp / tape interface or the adhesive / frame interface (or both) I'm not 
totally sure but either way, it was a no go. I'd never considered cloth HB 
tape idea for that, though (but I'd probably not like looking at it). 

The 3M Heli tape is great stuff for bikes -- I cut little pieces to wrap 
around my bottom bracket shells to keep the occasional chain drop form 
scratching them -- and I double it in patches around where maybe chain suck 
will happen. I use it as a chain slap protector, etc ...
