It will no doubt bum out some people. Folks who want to run a particular stoker bar that might not be the right diameter for two clamps at that width. There are those who expect an adjustable reach stoker stem. For a tandem made for uprights, I think it's brilliant. The stoker handlebar is typically a particularly noodly part of a tandem.
