Keven had suggested folding over a piece of sandpaper to achieve that thickness. That, combined with one of Grant's blug tips always worked for me. Once I have the sandpaper in there, I strap a section of inner tube on the brake lever to hold it closed while I tighten down the brake shoe bolt. Works pretty well.
