i think either of the bikes is totally adequate for what you plan to do with it, in terms of loads and off road riding. never ridden a joe, but i have a sam and a hunq and for argument's sake ill pretend the hunq is a lot like a joe. i think what ed said about drop bars is really important. ive had albatross, map/ahearne, and albastache bars on the hunq that all felt pretty good. my drop bar experiment on the hunq, i didnt like. conversely, the sam always felt too upright, too squished with albatross bars, but it feels perfect with drops at or a little above saddle height. i believe that the joe may be made for swept back bars even more than the hunq is.
