Not a substantial claim of his own, just a condescending statement that Zoe H was nowhere to find and problably had bought her license for £30 on the net (ZH is a wellknown PhD from Cambridge and researcher). Frankly, the blogauthor seems to me to be an entrenched traditionalist with much thought of his own and lazy to that.
