Belopsky A 36 front 11 rear gives 87GI for a 700Cx28. You may want a higher top gear. However, the front shifting would be good, only a 10T difference, like 52 to 42.

This is quite a wide range. The RBW Sugino Wide/Low uses a Chain Guard in place of the outer ring. The 40T is the middle and the 26T is the 74mmBCD ring.
