Another thought...I saw a similar wheelbase spec online for one of the rack 
types used in the city I live in.  I called the office of the bus 
service and was told that their biggest concern is that the bike not stick 
out beyond the sides of the bus.  If the rack style is the double wheel 
well type, you may be out of luck; my 52 Clem barely fit in ours.  If it is 
the type that secures the front wheel in a deep wheel well with a 
spring-loaded arm, and provides an open-ended platform for the rear wheel, 
you might give it a try during an off-peak time.  The rear wheel can rest 
at the edge of the platform with the axle hanging out over thin air and 
still be quite secure because the front wheel isn't going anywhere.
