The great thing about the Campee "classic" racks (with detachable lowrider frames) is that those frames make for a low-center-of-gravity load that rides really stable.
However, those frames are so low that a large rectangular "portrait" shaped pannier may drag on the ground (or obstacles). The Ostrich DLX panniers <https://alexscycle.com/collections/side-pannier-bags/products/ostrich-dlx-side-bag-1> are "landscape" rectangular because they're made specifically for these frames. Berthoud may also make a similarly shaped pannier, the GB 372 <http://boulderbicycle.bike/Bags-and-Racks/Berthoud-Panniers/berthoud-372-large-panniers-grey.html> . Personally, I don't have either of those, but I've had good success with smaller panniers, like the Ortlieb Sport Packers or a pair of small Mountainsmith panniers I picked up at a bike swap. Ortlieb's clip on system is excellent: easy to adjust, secure mounting, one hand removal. Ortlieb's small panniers (Sport Packer or Sport Roller) aren't as wide as the frames, so you have a little horizontal real estate; there's room to add a pair of Ortlieb small pockets (Outer Bag-S) to the side of the panniers.
