Patrick, I recommend spending the time to get the rack mounting points to align perfectly with the bike's braze-ons. This will save time and stress on what ever bolts you end up using. Bend the rack's tabs up, down, left and right so that you can bring the rack up to the braze-ons and quickly tread the bolts. All this tweaking takes time, but if done properly will allow for rack installation or removal within 5 minutes. I've done this in the past so that my commuter/errand runner can be seen in my eyes as a light weight weekend road bike. This would allow the basket to be mounted to the rack with bolts/washers, zip ties or hose clamps so that the rack and basket are one, which would be very stable.
