4-ways are kind of a lottery. I understand the concept in a car and try to do 
it right, but it's just about impossible. It's usually an exercise in 
negotiating with the other drivers until I know they're probably not moving, 
then punch it. 

Cycling through one is even worse. Drivers here expect you to blow the sign, so 
they'll either wait for you to do it, or ignore you completely. All I can 
advise is that they do the communication so it appears all cars have decided to 
wait. Getting off and walking is a good idea, too: Drivers understand "wait for 
the pedestrian" better than trying to figure what rules a bike uses.
