We had a thread a while back on routing the bar end shifter cables under the tape that may be worth searching for. IIRC the consensus was it was a successful approach. My wife's Atlantis came with drops with the cables under the tape, exiting near the stem. Quite tidy, allows her a choice of front bags (currently an Acorn that nearly fills between the drops). n She's had the bike now well over 5 years & I may have replaced cables once, just on general principles (we bought it used).
