For an opinion I 2nd the $1200-1300 price.  The nice upgrades will get the bike 
moved quicker and shows you appreciation for quality but really just benefits 
the "new" owner.  I agree the rack and basket might get you $200 separately but 
will not boost total price significantly.

Site rules state you should set a clear price.  Ask for whatever you will get 
the sale completed to your satisfaction and move on to your next project is my 
advice. 

One of the great people who love bikes will snap it up at a fair price or it 
will linger if you have an elevated perspective of a unique build.

On a positive note; you only need one buyer to complete your deal.
