I think I may have gotten to success.  I stopped by my favorite 
mechanic and chatted about it.  He immediately knew what the problem was 
and said it has become common place with rims designed for tubeless tires. 
Standard clinchers slip too low at the bottom. He suggested, after making 
sure the tube wasn't pinched,  spray the tires with soapy water and blowup 
the tire to its maximum pressure.  I have done this and it looks very good. 
 I'm letting the tires sit at 75-80 lbs for a while before letting half the 
air out and test riding.
