Patrick- My '97 Riv Road should be essentially identical to yours. So, the Racer should have the correct reach.
I assume you have the Racer Medium. You should be able to distinguish which model you have by looking at the Paul Components web site. FYI, mine will fit no wider than a 650 x 38 tire; the fork legs and chainstays are too narrow for a fatter tire. I find the new Pari-Moto tires to be reliable, very fast, and a great price. I appreciate my Riv so much more with these wider tires; I don't like the ride of 700 x skinny at my weight (225#). The Tektro R559/Silver brakes also work well, but they intrude upon the fender space. The biggest concern with a 650b conversion of a Riv Road is the low bottom bracket. With 170 cranks, I can scrape a pedal if I crank while leaning in a turn (so I don't do that). The low BB means lower stand over, though, which is nice when I dismount. I hope the conversion works out and let's you appreciate your Riv even more. Best of luck!
