I've had this issue before. Once it was resolved by going to high pressure to make sure the bead is properly seated, but you already tried that.
I blame the tube. I've had more than a little bad luck with faulty tubes that will have a massive bulge at a thin spot. Also had this problem, for some reason, repeatedly using Schwalbe 650B tubes within a Panaracer on a VO rim. Switched to 26" tubes and the fit was perfect, with no more hop. I'd try a new (name brand) 26" tube. Good luck, it's an annoying problem to have.
