Wool alright, but no damned tweed! Patrick Moore, who just got back from a brief 16 mile ride wearing, in 35F weather with 8 mph wind out of south: thin, shirt-weight merino button plaquet pullover; thin wool scarf; Ibex wool/lycra vest; pseudo-Peruvian wool+other-fibers hat, and floppy, insulated gloves, and who was very warm to the point of sweating into his hat.
