Patrick, Do what you need to clean it then reapply wax treatment to return 
the fabric's water resistance. 

I got wax in a paste form in a tin from Archival Clothing to retreat my 
Carradice Nelson Longflap. Their offering now is an Otter Wax bar, cheaper 
from the MUSA source: https://www.otterwax.com They also have a cleaner 
intended not to disrupt wax treatment but your bag looks like you need to 
clean as necessary then return to serviceability by reapplying wax, whether 
or not you opt to dye.
