I spoke with Mark at Riv about a month ago re: ordering a Legolas. He said Mark Nobilette uses a mix of Columbus Zona and Life tubing and was A little lighter than his Roadeo. You can have the builder dent the chainstays for a little more clearance with 35 tires. 38 might fit the Legolas and believe the Continental Speedride tires Riv sells will fit. I can speak from experience that the Roadeo will fit a true width 35 tire but it is very very tight at the chainstays (1-2mm on each side) at least mine is. I do not believe a 38 tire that actually measures 38 would fit my Roadeo
