Unfortunately, light rail is still years away from going to the airport. Your best bet would be a taxi or Uber to get downtown … and once you get there, the transit choices are going to be far less that what you’re used to in Toronto. You’ll need to walk a lot or check the bus schedules to get around town.
Getting from Sacramento to SF is easier. You can take Amtrak from the downtown station to Richmond and connect with BART, which goes right into downtown San Francisco (where you’ll find more familiar transit options).
