Theoretically - I think this matters more on motorcycles with suspension - 
feathering the rear brake helps keep the rear end settled and straight while 
applying the front. I always set my rear pads up further from the rim than the 
front so I can get the appropriate balance with the same pressure on both 
levers. A rear brake is also helpful on wet streets where you're trying to slow 
the bike without breaking the front end loose. In my opinion you don't 
absolutely *need* a rear brake on a freewheel bike, but it's a good idea.
