2.1" Smart Sams seem like a smart winter tire choice. Knobby, but not extremely so. Wide enough to grip, tall enough to roll over snowy bumps.
I run fenders over light-knobby tires like Bontrager CX0 (on my cross bike) and Schwalbe Thunder Burt (on my KOM). The fenders do seem to trap twigs and leaves (especially on my cross bike, with tighter clearance), but any stick that would jam and cause damage is big enough to pop the SKS fenders out of the safety clip QR. If you have more than 5 mm clearance above the knobs of your Smart Sams, then I think you're good for city riding. 10 mm would be ideal. I know that I'd never ride city streets in the winter WITHOUT fenders. Way too messy, and it throws too much slush on the drivetrain. Even my fat bike has fenders, albeit not full-coverage ones.
