I don't know anything about the lock, but I ordered a bunch of tubes that weren't available in the US from Starbike, worked out fine, had no problems with them. They use DHL for shipping and IIRC it took about 10 business days for them to get to me, seems reasonable coming from another continent on the slow boat.
