Checked the Riv website, and looked at the geometry of the Hillborne and Bombadil. The 60 Bomba is listed for PBH "...up to 95". My guess is the 60cm Hillborne will fit you, but might feel and look at the smallish end of the spectrum.
FWIW, I'm shorter (6') and ride the 56 quite comfortably. With a short extension Dirtdrop stem. If you like the bars way, way up there, you might have a tougher time with the 60. Guess, I'm joining the crowd and saying if there will be a 64cm Hillborne, wait for it. Otherwise, it will be close. As others say, call Rivendell and ask. Oh, and as for wheels, am becoming a convert to the Salsa Delgado rim in 700C. My LBS (Jim Thill) has built some awfully nice wheels for me with those hoops. Yes, the other suggestions are still good, but will probably stick with Salsa for now.
