I have used a large Shopsack for daly commuting for years -- a green one 
mostly, and for the past few months a new grey one. They are pretty 
water-resistant, but are not waterproof. The sippers are not waterproof, 
and will leak, and if you're out long enough the bag will get damp inside. 
If rain is predicted I carry a super light waterproof plastic bag for my 
computer, wallet, and anything else that cannot get wet.
