You should have no problem removing the bolt shank with an easy-out. Once the head is broken off the bolt, all tightening strain in the threads is relaxed. All that's left is the friction. You may even be able to remove it simply using a sharp drill bit and gently running the drill motor in reverse to spin out the broken shank as you press inward.
