Not sure I saw an answer to this particular question. You can install a "slotted rear brake hanger" (see Riv website) on the seatpost binder bolt. Works great. IMHO I wonder if trying a new set of high-quality brake pads might be a more economical way to get more stopping power if you already have a bike with serviceable brakes. Good solutions can sometimes be cheap and easy!
