Formula 1 cars don't have fenders because the rules don't allow them. Sports cars (like the ones that race at Le Mans) have fenders and are way faster, because they are more aerodynamic...
Shielding the wheels from the airstream actually makes you faster, which is why racing motorbikes have fenders. (Neither kickstands nor lights, though!) Seriously, Bicycle Quarterly tested fenders in the wind tunnel and found that the forward extension makes the bike more aerodynamic, the rearward one less, and the overall effect is zero.
