Stem "length", or rather effective reach, is affected by bar height and by bar shape as well. A few years ago, after having ridden for years with Nitto 185 (short reach, deepish drop) bars on 8 cm stems 6 cm or so below saddle, I switched to Maes Parallel bars with a much longer reach (115 versus 90) and shallower drop (125 versus 140) 3 cm below saddle. The reach from saddle nose to points of brake hoods remains almost the same, and I am just about as far over the tire when on hoods or in hooks, but I'm also more upright.
Also, as you move from flats to ramps to hoods to hooks, your weight moves forward. I'll add to the fit equation: get the right frame, then *get the saddle in the right place: up and down/fore and aft;* and in third place choose your stem for the right bar position. FWIW, my 2 remaining Rivs are perfect with 8 cm stems and the Maes Parallels 3 cm below saddle.
