An alternate suggestion if the stem swap doesn't fix it: I used B17's and started to get low back pain and after a year of struggling to figure out why it hurt when I rode, I got a sprung Flyer saddle, and that nullified all the road shock and my back doesn't hurt anymore. It was the road shock going up into my low back through a regular saddle that was hurting me. Not saying that's your situation, but just suggesting something that might help if the bars change doesn't work.
