"constant on" is the German safety standard, which also requires head and
tail lights.  Therefore, Germany is one of the biggest dynamo light
markets, and therefore most tail lights are "constant on".

Dunno if you could make a "contant on" dyno tail light blink.  I'm sure you
could, if you can do some custom electrical engineering.  But I doubt it
could be done simply.
