no, you can swap the rings to shorter arms provided all else is compatible
My physiotherapist thinks that switching to shorter crank arms might improve bike fit in the long run, especially after surgery while I work on getting my range of motion back.
I'm now 6 months out from a partial knee replacement. You aren't going to be riding that bike for the first 3 months anyway (doctors' orders not to, if you fell it would be a catastrophe) and by that time, provided you have done the therapy you'll have plenty of range of motion. That's not to say you might not benefit from short cranks because you have short legs.
