Seems like getting the load down as low as possible will be the best option. Low riders in the front for heavier loads, a small saddle bag and front bag for lighter items. The IRD headset will help as well.
But even with all of the above you may still get some shimmy. Sometimes you may have to stop and rearrange things in your bags for better balance. Unless you have a really stiff bike riding with one pannier is a sure way to cause shimmy.
