First let me say that I use both panniers and saddlebags. Indeed I'm
currently using the original Large Saddlesack with #2 as my serial number.
I also have racks on my bikes so that large sack is supported (okay, I do
have a couple of bikes without rear racks but one is in Hilo and I'm not
there often and the other is...well...not going to get one, though it
could).

Saddlebag Pro:

I love the easy access to my stuff when loading my bike up. I've got
Ortlieb panniers I use for touring on my Friday (and I have some rain
stories that make them worthwhile), but in general, for around town and
local camping, the Saddlesack is the easiest to deal with.

Saddlebag Con:

This probably wouldn't make much difference with a smaller saddlebag (and
indeed with my smallest ones it doesn't), but I have a harder time getting
my leg up and over everything than I do with panniers. This isn't such a
big problem right now, but for the two years I lived with a bad hip before
it was replaced it made a big difference. Ultimately I had to use panniers
if I wanted to carry anything. Now that I've had a new hip for over year,
no big deal. But if you've got limited mobility it may make a difference.
