As much as I love the *idea* of olde Englishe Saddlebags, and I've used very many over 25 years, I've inevitably and repeatedly found that panniers, with the right rack, are so much more versatile, flexible, and useful. And, as you've found, the bike handles better with the load lower down -- tho' I've never been very troubled by as much as 35 lb in an unsupported saddlebag (Sackville Medium and Hoss).
