You have enough room on the rack struts to slide them down the rod bolt and 
gain about half that angle.  Can you move the decaleur under the brake 
cable stop?  That will gain you a little more.  The bottom and front pans 
in my Ostrich rear bag and pretty flexible and they conform to whatever 
support they have.
