I'm not sure when Riv started adding midpoint braze-ons at the seatstay and fork but it wasn't in the 90's. Grant was anti lowrider braze-ons for a long time.
I thought mine was fairly early on and it arrived in 2001. The early Atlantis had pointy lugs at the headtube and a different seat tube decal, later they used rounded heat tube lugs for easier building and I think they might be back to pointy ones again. I believe the serial numbers were sequential so that will give you some idea. Not that any of this matters, all the Atlantis are great bikes.
